(A) Upon written authorization of the City Manager, a surcharge of not over 17% shall be applied to the monthly billings, exclusive of fuel adjustment, for electric service furnished pursuant to all rate sheets so designated.
(B) The amount of surcharge, in the aggregate on an annual 12-month basis, shall not exceed the 17% referenced above, nor shall the applied surcharge produce revenue in excess of that necessary to equal the budgeted operating balance for the full 12-month budgeted period plus any interim increases in wholesale power costs exclusive of fuel charges.
