The Director shall keep all trees standing upon any public place in the city trimmed so that the branches of such trees projecting over any public sidewalk or driveway or into any public street beyond the curb line shall not conflict with the public safety and welfare. Tree topping shall be prohibited on any public trees unless approved in advance by the Director.
