(A) No person shall remove, cut, construct or repair any sidewalk, curb, gutter or driveway without first obtaining a permit therefore from the City Engineer.
(B) In connection with the issuance of a permit, each applicant shall pay to the city for the issuance of the permit and the inspection of the work to be performed thereunder, fees in accordance with the following schedule:
(1) In connection with the issuance of a permit, each applicant shall pay to the city, for the issuance of such permit and the inspection of the work to be performed thereunder, fees in accordance with § 1304.13, Engineering Fees.
(2) Where engineering services are furnished by the city in connection with any of the above work, other than issuance of the permit and inspection, the cost of the services, based on actual cost to the city, shall be paid to the city.
