The Director of Service, with the approval of the City Manager, shall make and enforce such rules and regulations as he or she may deem necessary for the enforcement of the provisions hereof, for the proper determination and collection of the rates and charges herein provided, and for the safe, efficient and economical management of the system. Such rules may provide for the adjustment of charges to customers in special circumstances where the amount of water actually used by a customer is determined to be inconsistent with the quantity metered. Such rules and regulations, when not repugnant to existing ordinances of the city or laws of the state, shall have the same force and effect as ordinances of Council.
