(A) “Professional services” shall mean personal services of a specialized nature requiring the exercise of peculiar skill or aptitude.
(B) Professional service contracts shall be the responsibility of the City Manager, who may contract for such services without competitive procedures and without requiring a performance surety. Prior to executing any professional services contract, where the amount to be paid by the city is likely to be in excess of $75,000, the City Manager, must first obtain legislative authority of City Council, in the form of an ordinance authorizing and directing the City Manager to execute an agreement or contract with a professional services provider. Any professional services contract entered into in violation of this section is voidable by the city.
