The purpose of this chapter is to provide for the granting of a nonexclusive franchise for the maintenance and operation in the City of Lebanon of a Cable Broadband Communication System to be used for the sale and distribution of cable services to the residents of this city, and to provide for the regulation and control of such Cable Broadband Communications System in the city in the public interest.
