§ 113.06 RESPONSIBILITIES OF DIRECTORS OF DEPARTMENTS OF SERVICE, PLANNING AND DEVELOPMENT, AND SAFETY.
   (A)   The directors of the Departments of Service, Planning and Development, and Safety shall:
      (1)   Be immediately responsible to the City Manager for the effective administration of their departments and all activities assigned thereto;
      (2)   Be responsible for the safe, effective and efficient efforts of all employees assigned to their departments;
      (3)   Keep informed as to the latest practices in their particular field and inaugurate, with the approval of the City Manager, new practices as appear to be of benefit to the service and to the public;
      (4)   Submit monthly reports of the activities of their departments;
      (5)   Establish and maintain a system of records and reports in sufficient detail to furnish all information necessary for proper control of departmental activities and to form a basis for the reports required by the City Manager;
      (6)   Maintain records and reports required by the City Auditor for the accounting of income, expenses and labor;
      (7)   Have power, when authorized by the City Manager and subject to the civil service regulations, to appoint and remove their subordinates; and
      (8)   Be responsible for the proper custody and maintenance of all city property and equipment used in their departments.
   (B)   The directors of the Departments of Service, Planning and Development, and Safety and the employees assigned to those departments are not authorized to receive or disburse city funds.
