Each application for a license or license renewal for any 30-day period or part thereof shall be accompanied by a fee of $1. The fee for any renewal may be reduced or waived by the City Manager as long as the total fees charged including that for the original license are sufficient to cover the actual costs of the city in administering the provisions of this chapter.
