Existing ordinances of the city in conflict with the Charter and with this administrative code are hereby repealed. To the extent that this code may not make provision for any matter required by the Charter to be provided by ordinance, the provisions of existing ordinances on such matter shall remain in effect and be deemed to be a part of this code.
