§ 1323.03 ENFORCEMENT.
   It shall be the duty of the residential building official or designee to enforce the provisions of this code. Whenever the residential building official or designee determines that there has been a violation of any provision of this code, he or she shall give notice of such violation to the person responsible therefor as hereinafter provided. Such notice and order shall:
   (A)   Be put in writing;
   (B)   Include a description of the property sufficient for identification;
   (C)   Include a list of violations, refer to the section of this code violated and order remedial action which, if taken, will effect compliance with these provisions;
   (D)   Specify a reasonable time for performance;
   (E)   Be served upon the owner, operator or occupant in person. However, such notice and order shall be deemed to be properly served upon such person if a copy thereof is sent by registered mail and delivered to his or her last known address. If the notice is returned showing that the letter was not delivered, a copy thereof shall be sent to the last known address by ordinary U.S. Mail and posted in a conspicuous place in or about the structure affected by such notice;
   (F)   Include information regarding the appeals process available to the property owner as delineated in this code;
   (G)   Include a statement of the city's right to file a lien in accordance with § 1323.05.
