(A) No person shall permit a dog under his or her control to be upon public property or upon the property of another, without the consent of the owner or occupant of the property, and fail to remove immediately any excrement deposited by such dog under his or her control.
(B) This section shall not apply to guide dogs under the control of a blind person.
