All cost and expense incident to the installation and connection of the building sewer and lateral shall be borne by the owner, including, but not limited to, the cost to restore sidewalks, roadways and other surfaces resulting from the operation, maintenance, repair and/or reconstruction of the building sewer. The owner shall indemnify the city from any loss or damage that may directly or indirectly be occasioned by the installation of the building sewer. The owner of premises served by a building sewer shall be responsible for the operation, maintenance, repair and reconstruction of the building sewer from the building to the point of connection with the public sanitary sewer.
