(A) Applicable. This rate is available, upon application, to power consumer for power, including lighting, where the monthly maximum demand of the consumer is at least 500 kilovolt amperes each and every month of the immediately past preceding 12 billing months and where the consumer furnishes and maintains all equipment necessary to receive and utilize all the energy at the primary supply voltage from a point designated by the vendor. This rate is not available for supplementary service, or auxiliary service.
(B) Character of service. Any 60 hertz (cycles per second) primary voltage designated by the vendor. Voltages currently available are 12,470 volts and in limited areas 69,000 volts. All services are to be three phase, 60 hertz, with balanced three phase loading. All energy shall be primary metered unless the vendor desires secondary metering in which case the kilowatt hours metered and the kilovolt amperes shall be adjusted to reflect primary consumption as subsequently stated herein.
(C) Rate.
(1) Customer service charges: $103.00 per meter per month.
(2) Energy charges:
First 300 kilowatt hours per kilovoltamp-demand $0.04213 per kWH
Over 300 kilowatt-hour per kilovoltamp-demand $0.00935 per kWH
(3) Demand charges:
First 1,000 kilovoltamp-demand or less $8.24 per kVAD
Over 1,000 kilovoltamp-demand $10.30 per kVAD
(4) Distribution charges:
First 500,000 kilowatt-hours $0.02343 per kWH
Over 500,000 kilowatt-hours $0.01407 per kWH
(D) Power supply cost adjustment clause. The above rates shall be adjusted in accordance with the power supply cost adjustment clause set forth in § 915.02 of this chapter.
(E) Tax adjustment clause. The above rate shall be adjusted in accordance with the tax adjustment clause set forth in § 915.04 of this chapter.
(F) Minimum monthly charges. The demand charge for 500 KVA ($1,780) plus the energy and fuel adjustment charge for 50,000 kilowatt-hours, plus the fuel adjustment charge for energy actually needed.
(G) Service charge for delayed payment. A penalty of 5% shall be added to all bills for which payment has not been received in the City Building by 5:00 p.m. on the due date printed on the bill.
(H) Service voltage adjustments. These rates are based on metered service at 12,470 or 69,000 volts. When at the option of the vendor metering is on the secondary side of the customer-owned transformer the metered kilowatt-hours and the kilovolt amperes shall be adjusted to reflect the transformer demand and energy losses of the actual transformation equipment.
(I) Determination of billing demand. The billing demand shall be the greatest single 15-minute integrated demand ascertained in kilovolt amperes by instruments suitable for the purpose but the monthly billing demand so established shall in no event be less than 100% of the billing demand in the immediately prior December, January and February, nor less than 70% in the immediately preceding 11 months except for the months of December, January, and February where included in the 11-month span. These three months shall carry a 100% ratchet as noted above for not less than 500 kilovolt amperes.
(J) Contract requirements. At the option of the city, service under this rate schedule may only be available under a service contract with consideration for size, character and location of the consumer’s load and the cost of facilities to be furnished by the city for those consumers not taking service at the effective date of this rate schedule. Initially a contract shall have a minimum term of three years.
(K) Terms and conditions. All electric service of the city is rendered under and subject to the general service rules and regulations of the city as amended from time to time. This rate Schedule P-P is only available upon written application to the city and with reasonable lead time for implementation and is subject to the emergency and temporary surcharge clause.
(L) Reconnection charge. When electric service has been disconnected for nonpayment, there shall be the following schedule of charges for reconnection: service requiring simple hookup by the meter reader during normal business hours (9:00 a.m. to 4:30 p.m.) a fee of $50; service requiring simple hookup by the meter reader after normal business hours, weekends and holidays, a fee of $75; service requiring complex hookup by a line crew during normal business hours (9:00 a.m. to 4:30 p.m.) a fee of $75; service requiring complex hookup by a line crew after normal business hours, weekends and holidays, a fee of $100.
