§ 373.16 ISSUANCE OF REGISTRATION, TERM, FEE AND TAG OR DECAL.
   (A)   Upon determination that the bicycle is in good working order and that the required equipment is properly installed, the Director of Safety shall issue the registration and at the time of issuance of such registration, shall complete a registration card, showing the name, age and address of the applicant, the name and address of the applicant’s parents, guardian or custodian, if the applicant is a minor, and the make, manufacturer’s number, color and description of the bicycle. A copy of such registration card shall be issued to the applicant.
   (B)   Such registration shall be in effect from the date of its issuance.
   (C)   The registration fee to be paid for each bicycle under this chapter shall be $1 payable in advance. Upon the sale or other transfer of such vehicle, the registration shall be removed and same shall be delivered to the Director of Safety, or may upon application without payment of additional fee, have such plate assigned to another bicycle.
   (D)   When participation in the safety inspection has been authorized by the Director of Safety by a nonprofit organization, a portion of the registration fee for those bicycles inspected by the authorized nonprofit organization may be retained by that organization for its services.
   (E)   The Director of Safety shall provide a tag or decal bearing a distinctive identification.
   (F)   Before the owner of a registered bicycle shall operate it or permit it to be operated upon any street or sidewalk of the city, he or she shall cause its decal or plate to be securely attached in such position that it will be visible at all times.
