BICYCLE. A two-wheel vehicle, propelled by human power, having a tandem arrangement of wheels equipped with tires either of which is 16 inches or more in diameter.
DIRECTOR OF SAFETY. The Director of Safety as designated in the Charter of the City of Lebanon, or any member of the Department of Safety designated by the Director thereof to act in his or her place, in carrying out the provisions of this chapter.
STREET. That portion of the street right-of-way upon which the roadway is located of any street, alley, avenue, road, boulevard, public way, or parkway in the city, but shall not include sidewalks.
TANDEM BICYCLE. Any bicycle having two or more seats.
