No person shall operate any vehicle within this municipality with mud, dirt, rocks, debris, litter or other foreign matter upon its tires or chassis if such operation results in the depositing or tracking of any such substance upon public streets or sidewalks. No person shall cause to be deposited on any public street or sidewalk mud, dirt, gravel, building material or other foreign material from excavating, grading, demolition, construction projects or vehicles. No person who is an owner of real property or a prime contractor in charge of a construction site shall maintain such property or construction site so that persons operating vehicles upon the property or construction site pick up mud, dirt, rocks, debris, litter or other foreign matter on the wheels of vehicles on the property or construction site and deposit or track such substance onto any public street or sidewalk.
