The Council may appoint a Board of Zoning Appeals to consist of three electors of the Village to serve for a term of three years. Of those first appointed under this Charter, one shall serve one (1) year, one shall serve two (2) years, and one shall serve three (3) years. The Board shall establish its own rules of procedure and keep a record of its proceedings in all matters coming before the Board. No resolution overruling an action under or interpretation of the zoning ordinance by any administrative officer of the Village shall be adopted except by the affirmative vote of three (3) members of this Board.
