(A) Any person who has received a citation tag notifying him or her of a violation of this traffic code, except for failure to stop in the event of an accident, reckless driving, speeding or driving while intoxicated, may, within the time specified in the notice, answer at the office of the Division of Police to the charges set forth in the notice by paying a fine prescribed by the Municipal Court upon presentation of such citation tag and the filing of a written plea of guilty and by depositing the amount of the penalty as provided herein.
(B) The Court shall have the power to accept such plea or to reject it and hold the case for trial. If such plea is accepted, the penalty deposit shall be paid to the Court, and the Court shall have no power to remit it or suspend it or any part of it.
