§ 303.04 MANAGER’S POWER NOT EXCLUSIVE.
   Notwithstanding the powers delegated to the City Manager in §§ 303.02 and 303.03, Council may at any time by resolution or ordinance make such traffic rules and regulations as it may deem proper and necessary.
