The Department of Finance shall perform those functions customarily performed by the auditor and the treasurer under the general laws of Ohio. The director of the Department of Finance shall be assigned the title of Village Auditor. The Village Auditor shall be appointed by Council for an indefinite term of office. He shall be the fiscal officer of the Village, shall be responsible for the accounting, collection and custody of public funds and shall control disbursements. He shall countersign all bonds and notes issued by the Village and shall perform such other functions as may be assigned by ordinance or by order of the Village Manager.
