Each Village department shall be headed by a full time or part time director. With the exception of the Departments of Finance and Law the Manager shall appoint and remove all department heads, subject to the approval of the Council. The head of the Departments of Finance and Law shall be appointed by the Council in accordance with the provisions of this Charter. Each department head shall be an administrative officer of the Village. Two or more departments may be headed by the same person and the Village Manager may serve as the director of one or more departments in addition to his duties as Manager, when approved by Council.
