During the time of the year when it is necessary as determined by the Building Inspector, every owner or operator of every two-family dwelling, multi-family dwelling and rooming house shall supply adequate heat to every habitable room therein, except where there are separate heating facilities for each dwelling unit and which facilities are under the sole control of the occupant of such dwelling unit.
