§ 133.09 TRAINING AND MILITARY LEAVES OF ABSENCE.
   (A)   The City Manager, upon the recommendation of the department or division head, may grant a leave with pay for an employee to take authorized training for the city service or for such other reason which will, in the judgment of the Manager, be beneficial to the public service. An employee who is granted such leave must continue his or her employment with the city for two years from the end of the leave. If not, the employee shall pay back to the city a proportionate share of the cost of the leave and any fees incurred in connection with such leave. The proportion shall be a fraction, the numerator of which is the difference between 24 months and the number of months worked after the leave and the denominator is 24 months. This fraction shall be multiplied by the total cost of the leave and the training.
   (B)   The City Manager may grant leave without pay for a period not to exceed 90 days for an employee who will receive training in subjects related to the public service, or for other reasons beneficial to the public service. In extraordinary circumstances, one extension, not to exceed 90 days may be granted by the Manager with the concurrence of the appropriate department or division head.
   (C)   Failure of any employee to report at the expiration of any leave of absence, without consent of the City Manager, shall be sufficient grounds for dismissal from the city service.
