All permits issued under this chapter shall provide that the person to whom the same are issued shall, by acceptance thereof, agree to hold the city harmless and free from any and all claims or damages, or otherwise, in favor of any person, which may be caused by or arise out of the erection or maintenance of such walk, fence or material in the streets or alleys. The privilege to do so granted by such permit shall be conditioned upon such agreement and liability.
