Applications for the use of sidewalks and roadways shall be made at the time of the application for a building permit by the person owning such building or structure, or by his or her agent, architect, engineer or contractor. Permits for the use of such places shall be granted for a longer time than 60 days, but may be renewed from time to time, at the discretion of the Building Inspector. Such renewal shall not be for more than 30 days at any one time.
