All construction equipment and safeguards shall be constructed, installed and maintained in a substantial manner and shall be so operated as to insure protection to the workers engaged thereon and to the general public. No person shall remove or render inoperative any structural, fire-protective or sanitary safeguard or device herein required, except when necessary for the actual installation and prosecution of the work.
