§ 51.055  ESTABLISHED; GENERAL METHOD OF COLLECTION; TO WHOM APPLICABLE.
   (A)   (1)   The residential surcharge for the cost of solid waste disposal per residential unit outlined in the city code shall be amended on an annual basis to automatically read that amount of cost per residential garbage pickup at a residence within the city covered by the contract specifications as specified by the current waste collection contract between the city and the then qualified and acting waste disposal contractor. It is the intent of this subchapter that it include the full cost associated with the program of residential waste disposal. The same shall be considered to include that amount which the disposal contractor agrees to, via contract agreement with the city, each year, to include any increase built into the contract specifications billed upon the latest consumer price index outlined in the bid specifications for the original contract.
      (2)   The residential surcharge shall be collected through the billing department of the city utilities and the collections shall be retrieved and remitted monthly to the Clerk-Treasurer of the city. The charge shall be paid by each customer of the City Utility Department but in no event shall the charge appear more than one time on the customer’s bill. In the event there is a residential complex which is served through one meter, then the monthly charge shall be increased by the number of units in the complex if the residents receive no other billing from city utilities.
   (B)   Those individuals qualifying for project SAFE shall not be required to pay the residential surcharge set out above.
   (C)   Customers of commercial scavenger services who are not using the services of the City Sanitation Department shall not be required to pay the residential surcharge set out above. Those customers shall be identified by the commercial scavenger services.
   (D)   Those customers of the City Utilities Department who are outside the city limits shall not be required to pay the residential surcharge set out above.
