Any existing county or new scavenger service which registers with the City Clerk-Treasurer 30 days after the passage of this subchapter will be required to pay a registration fee of $10. All services using the city landfill shall register annually hereafter prior to January 1 of each ensuing year while this subchapter is in effect.
