All commercial scavenger services now depositing refuse in the landfill of the city shall register with the Clerk-Treasurer of the city prior to January 1, 1980. The registration shall include the number of scavenger units being used by the scavenger service to deposit refuse in the city landfill; the registration shall identify the trucks of the scavenger units and their capacity.
