§ 51.002  DISPOSAL IN SECURE TRASH BAG OR CONTAINER REQUIRED.
   It shall be unlawful to place or permit to remain anywhere in the city any garbage or refuse except in a secure trash bag or proper container, except that refuse which is too bulky to place in a container shall be disposed of as natural debris.
