For the purpose of this chapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
CONTAINER. A metal or plastic can or a secured plastic trash bag of not more than 32 gallons capacity having a tight-fitting cover and so equipped with handles that it may be lifted and carried by one person, or, in the alternative, a CONTAINER shall mean a gas or electric incinerator.
GARBAGE. The waste resulting from the handling, preparation, cooking and consumption of food, whether for humans or for animals, and of waste from the handling, storage and sale of food materials.
NATURAL DEBRIS. Leaves, trees and tree limbs of large bulk, accumulating from natural processes.
REFUSE. All trash, combustible or not, including, but not limited to, paper, cartons, boxes, barrels, wood, excelsior, furniture, bedding, metals, cans, small quantities of dirt, rock and pieces of concrete, glass, crockery, ashes and the residue from fires and other mineral waste, but shall not include natural debris, and shall not include earth and waste from building operations, nor solid waste resulting from industrial processes and manufacturing operations.
