§ 4.17  INSTITUTIONAL (IN).
   (A)   District intent.  The IN, Institutional Zoning District is intended to provide for institutional facilities including park and recreational facilities, schools (public, private, special, parochial and higher learning), places of worship and government/municipal facilities. This District is established to provide institutional uses with a district which meets their unique development needs while providing consideration of the impact of those uses on the use and value of adjacent properties and ensuring that institutions are appropriately integrated into the community and well-served by transportation routes and other necessary infrastructure and utilities.
   (B)   Permitted uses.
      (1)   Agriculture.  Crop production.*
      (2)   Residential.
         (a)   Assisted living facility; and
         (b)   Retirement facility (senior housing).
      (3)   Park, recreation and natural areas.
         (a)   Campground/RV park;
         (b)   Nature preserve/center; and
         (c)   Park or recreational facility (playgrounds and athletic facilities).
      (4)   Communications/utilities.
         (a)   Radio and television studios; and
         (b)   Utility company business office.
      (5)   Institutional/public uses.
         (a)   Community center;
         (b)   Fairgrounds;
         (c)   Fire station or police station;
         (d)   Government facility (non-office);
         (e)   Government office;
         (f)   Hospital;
         (g)   Institution for the developmentally disabled/mentally ill;
         (h)   Kindergarten or day nursery;
         (i)   Library;
         (j)   Museum or gallery;
         (k)   Post office;
         (l)   School (any combination of K - 12), public and private;
         (m)   Trade or business school; and
         (n)   University or college.
      (6)   Entertainment services.
         (a)   Banquet or assembly hall;
         (b)   Dancing academy/martial arts/gymnastics studio;
         (c)   Retreat center;
         (d)   Riding stable (commercial) - minimum three-acre tract;
         (e)   Seasonal fishing or hunting lodge; and
         (f)   Theater (outdoor); excluding adult drive-in theater.
      (7)   Professional services.
         (a)   Administrative/professional office;
         (b)   Bank/financial institution;
         (c)   Clinic (medical/dental) or health center;
         (d)   Conference center;
         (e)   Data processing/call center; and
         (f)   Office building.
      (8)   Retail/wholesale sales.  Auction facility (excluding livestock).
      (9)   Personal services.  Child care/day care center
   (C)   Conditional uses.
      (1)   Residential.  Boarding house.
      (2)   Transportation services.
         (a)   Airport;
         (b)   Airstrip (private);
         (c)   Car wash;
         (d)   Heliport;
         (e)   Motor bus or railroad passenger station; and
         (f)   Parking lot or structure (as a principal use).
      (3)   Park, recreation and natural areas.
         (a)   Artificial lake of three or more acres; and
         (b)   Country club/golf course/driving range.
      (4)   Communications/utilities.
         (a)   Composting facility (indoor);
         (b)   Composting facility (outdoor);
         (c)   Garbage transfer station;
         (d)   Recycling center;
         (e)   Sanitary fill or refuse dump;
         (f)   Sewage treatment plant;
         (g)   Telecommunications/radio/television tower;
         (h)   Utility substation;
         (i)   Water tower; and
         (j)   Wellfield/water treatment facility.
      (5)   Institutional/public uses.
         (a)   Animal shelter;
         (b)   Cemetery;
         (c)   Crematory;
         (d)   Church or temple;
         (e)   College building;
         (f)   Penal or correctional institution;
         (g)   Power generating plant; and
         (h)   Stadium or coliseum.
      (6)   Entertainment services.
         (a)   Recreational development (private);
         (b)   Shooting range (outdoor);
         (c)   Shooting/archery range (indoor);
         (d)   Skating rink (roller/ice);
         (e)   Swimming pool (public); and
         (f)   Water park.
      (7)   Retail/wholesale sales.  Manufactured home sales.
      (8)   Personal services.  Kennel.
