§ 4.14  PLANNED BUSINESS OFFICE (PBO).
   (A)   District intent.  The PBO (Planned Business Office) zoning district is intended for professional office development as well as limited service and retail uses to meet the needs of the district’s employees.
The PBO district layout should encourage well-planned office communities with cohesive design elements, vehicular and pedestrian access and parking facilities.
   (B)   Permitted uses.
      (1)   Agriculture.  Crop production.*
      (2)   Communications/utilities.
         (a)   Radio and television studios; and
         (b)   Utility company business office.
      (3)   Institutional/public uses.
         (a)   Fairgrounds;
         (b)   Fire station or police station;
         (c)   Government facility (non-office);
         (d)   Government office;
         (e)   Hospital;
         (f)   Kindergarten or day nursery;
         (g)   Library;
         (h)   Museum or gallery;
         (i)   Post office;
         (j)   Trade or business school; and
         (k)   University or college.
      (4)   Entertainment services.
         (a)   Banquet or assembly hall;
         (b)   Lodge or private club; and
         (c)   Retreat center.
      (5)   Professional services.
         (a)   Administrative/professional office;
         (b)   Bank/financial institution;
         (c)   Business/financial services office;
         (d)   Clinic (medical/dental) or health center;
         (e)   Conference center;
         (f)   Data processing/call center;
         (g)   Employment service;
         (h)   Hotel/motel;
         (i)   Investment firm;
         (j)   Office building; and
         (k)   Print shop/copy center.
      (6)   Retail/wholesale sales.
         (a)   Auction facility (excluding livestock);
         (b)   Book store;
         (c)   Convenience store (without gas station);
         (d)   Newsdealer;
         (e)   Office supply store; and
         (f)   Vendor, temporary (farmer’s market, street fair and the like).
      (7)   Food sales and service.
         (a)   Coffee shop;
         (b)   Delicatessen; and
         (c)   Restaurant.
      (8)   Personal services.
         (a)   Child care/day care center;
         (b)   Dry cleaning establishment (retail);
         (c)   Fitness center;
         (d)   Massage therapy (by licensed massage therapist); and
         (e)   Pharmacy.
   (C)   Conditional uses.
      (1)   Transportation services.
         (a)   Airport;
         (b)   Airstrip (private);
         (c)   Automobile filling station;
         (d)   Car wash;
         (e)   Heliport;
         (f)   Motor bus or railroad passenger station;
         (g)   Parking lot or structure (as a principal use); and
         (h)   Recreational vehicle sales and service.
      (2)   Park, recreation and natural areas.
         (a)   Artificial lake of three or more acres; and
         (b)   Park or recreational facility (playgrounds and athletic facilities).
      (3)   Communications/utilities.
         (a)   Telecommunications/radio/television tower; and
         (b)   Utility substation.
      (4)   Institutional/public uses.
         (a)   Cemetery;
         (b)   Church or temple;
         (c)   College building; and
         (d)   Institution for the developmentally disabled/mentally ill.
      (5)   Entertainment services.  Bar or tavern or night club.
      (6)   Food sales and service.  Microbrewery/brew-pub.
      (7)   Personal services.
         (a)   Barber shop; and
         (b)   Beauty shop.
      (8)   Warehousing/industrial.  Research and development facility.
