(A) There is hereby established a special non-reverting operating fund for park purposes pursuant to I.C. 36-10-3-22(b)(1) with the office of the Clerk-Treasurer of the city which special non-reverting operating fund for park purposes shall have deposited to it those monies and fees procured from park and recreation activities as specified herein.
(B) Under the provisions of the Indiana park law, specifically I.C. 36-10-3-22(b)(1), expenditures may be made from the special non-reverting operating fund for park purposes by the Board of Parks and Recreation, by appropriation, subject to the approval of claims allowed and signed by the Common Council as the fiscal body of the city.
