It is hereby declared to be a nuisance and it shall be unlawful for any person to place, leave or permit any icebox, refrigerator or cabinet for the storage of food or beverages to remain on any real estate within the boundaries of the city or in any unlocked or open shed or outbuilding thereon unless the icebox, refrigerator or cabinet is locked or the hinges and latches of the same are removed therefrom. The icebox, refrigerator or cabinet shall not be stored in the open.
