The Common Council is hereby empowered and authorized to revoke or suspend the license of any public carrier, required by § 113.01 of this subchapter, found not to be safe, and in good condition with respect to appearance, cleanliness and mechanical operation. The license, when so suspended or revoked, shall not be reissued until the public carrier and all its appurtenances shall be put in fit condition for use by the public and satisfactory to the Common Council.
