(A) Any person violating any provision of this chapter, for which no other penalty is provided, shall be subject to the penalty provisions of § 10.99.
(B) It shall also be the duty of the Street Commissioner, should any owner or occupant of any lot, parcel or tract of ground neglect to clean up the street, alley or sidewalk after the posting of the notice by the city, to file charges for the violation of § 101.002. Upon conviction, the owner or occupant shall be punished as provided in § 10.99.
