§ 98.06  REMOVAL OF OBSTRUCTION FROM PUBLIC RIGHT-OF-WAY.
   The Chief of Police for the City Police Department, or his or her designees, may order the immediate removal of any structure, vehicle, property or object (hereinafter an “obstruction”) that is situated or lies within the public right-of-way which impedes the normal flow of pedestrian or vehicular traffic, or poses a threat to public health, safety or welfare. If the owner of the obstruction fails or refuses to remove the obstruction, the Chief of Police, or his or her designees may immediately remove and dispose of the obstruction.
