Because of the danger to health from vermin and insects and rodents and because of the danger to the safety of children attracted by junked, abandoned, wrecked, disassembled or inoperable and/or unlicensed motor vehicles, these vehicles are hereby declared to be a nuisance, except as provided in § 98.03.
