Any nonlicensed contractor shall be required to pass an examination to receive a license from the city before doing work within the city, as outlined in § 92.045 of this code. Further, any nonlicensed contractor shall further be subject to the examination, bonding and insurance requirements as set forth is this chapter prior to the commencement of work within the city. The Building Inspector’s office of the city shall be responsible for the issuance of guidelines and permits, as well as advising nonlicensed contractors of the requirements of this section.
