No person shall erect, construct, enlarge, alter, remove, move, improve, convert or demolish any building or structure within the city, or cause the same to be done, the cost of which exceeds $500, until first having obtained a separate building permit for each building or structure from the Director of Planning and Development, who may require plans thereof, together with a statement of materials to be used.
