(A) Established. There is hereby established an animal pound for the city.
(B) Operation. The operation of an animal pound may be as follows.
(1) The city may establish and operate an animal pound as a department of the city, furnishing all facilities, funds and personnel therefor.
(2) The animal pound shall be operated in accordance with rules and regulations recommended by the Board of Public Works and Safety of the city and approved by the Common Council.
