§ 91.16  TO BE KEPT ON LEASH WHEN OFF PROPERTY OF OWNERS.
   Any dog or cat on the streets of the city shall be on a leash and accompanied by his or her owner. When not on a leash, the dog or cat shall be confined to the property of his or her owner.
