The Police Department is hereby authorized and directed to remove or cause to be removed any bicycle found parked or laying on a sidewalk within one block of the public downtown square to the police station where the owner thereof may reclaim his or her bicycle upon proof of ownership and payment of a levy of $5, which levy shall be in addition to the fine hereinafter stated.
