(A) Overtime parking prohibited. It shall be unlawful and a violation of this subchapter for any person to allow, permit or suffer any motor vehicle owned or operated by the person to be parked in excess of two hours in the downtown traffic area within any designated parking space.
(B) Hours of enforcement. The provisions of this subchapter shall be enforced on Monday through Friday from 8:00 a.m. to 4:00 p.m., excluding holidays and election days.
(C) Exemptions. The following designated county offices shall be exempt from the provisions of this section as follows:

(D) Permit requirements.
(1) The Clerk-Treasurer’s office shall issue permits in January of each year. Only those county offices listed above will receive permits. Permits are to be placed in the lower front windshield, driver’s side, of the vehicle. It is a violation of this section to duplicate, photocopy or alter permits in any manner. Vehicles are required to display permits as stated in this section or they will be subject to the penalties herein.
(2) All vehicles with permits are required to park on the inside parking spaces of the Courthouse Square. Any vehicle with a permit parking outside of that area will be subject to the penalties listed in § 72.99.
(3) Any individual found removing the parking attendant marking or moving vehicles in order to avoid enforcement of this section shall be considered in violation of this section.
