§ 72.10  HANDICAPPED PARKING.
   (A)   It is unlawful for any person to park or leave standing any vehicle in a stall or a space designated for physically handicapped persons, if the stall or space is posted or marked in a prescribed way, unless the vehicle displays distinguishing license plates or place cards issued for handicapped persons, including disabled veterans; provided, however, that in the event a handicapped person is a passenger in a vehicle not so designated, then the driver of the vehicle shall be permitted to park in that place.
   (B)   The designation of handicapped parking spaces shall be made by the Board of Public Works on city streets and by state authorities on state highways. These designations shall become part of this section by reference. Any peace officer is hereby authorized to remove any vehicle from a stall or space designated for physically handicapped persons if the vehicle is parked in violation of the above provisions.
