(A) Definition. For the purpose of this section, the following definition shall apply unless the context clearly indicates or requires a different meaning.
TRUCK. A vehicle with an overall length of 20 feet or more, or over one ton capacity, and includes semitrailer trucks and either the tractor pulling the same, or the trailer itself.
(B) Restriction.
(1) No person shall stop, stand or park a truck on any street, other than for the expeditious loading or unloading of freight, for more than one hour, except in cases of emergency when the truck is broken down and unable to move, and except also in the event a moving van is loading or unloading the furniture and household goods, or the furniture and equipment and goods, wares and merchandise of a business in either of which events the operator of the truck will have a reasonable time in which to move his or her truck.
(2) No boats, trailers, campers, RV or other like recreational vehicles shall be allowed to be parked on city streets.
(C) Commercial vehicles in residential areas. The storage or parking of commercial vehicles in residential zoning districts or in areas zoned for planned unit development (PUD) that are primarily residential in character and use shall be subject to the following requirements:
(1) Trucks in excess of 22 feet in length or nine feet in height, vehicular machinery, semi-tractor or trailers or similar vehicles are prohibited from parking on local streets or in residential areas. This provision shall not apply to commercial vehicles used for conveying the necessary tools, materials or labor to a work site, provided the tools, materials of labor are utilized at the site during the period the vehicle is parked at the site, or to commercial vehicles in the process of temporarily loading or unloading deliverable goods; and
(2) Vehicles owned by the city or utilized to provide emergency services are exempt. Tow trucks are not exempt.
