§ 72.02  PARKING IN VIOLATION OF LAW.
   (A)   No person shall stop, stand or park a vehicle, except when necessary to avoid conflict with other traffic or in compliance with law or the directions of a police officer or traffic-control device.
   (B)   It  is unlawful  for any vehicle to be parked on any city street or thoroughfare in a manner which obstructs the normal and reasonable smooth flow of traffic upon the street or thoroughfare.
   (C)   It shall be unlawful for any person to park a vehicle upon any street, throughway, thoroughfare, alley or other city right-of-way in a manner that it impedes the flow of traffic, ingress and egress of emergency vehicles or the use of city equipment for the up-keep and care of the street, throughway, thoroughfare, alley or other city right-of-way.
