For the purpose of this title, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
DOWNTOWN BUSINESS DISTRICT. The area bounded by North, East, South and West Streets including the foregoing streets.
LOCAL STREETS. All streets other than preferential streets.
ONE-WAY STREET. A street on which traffic is permitted to move in only one direction.
PARK or PARKING. The stopping, leaving or standing of a vehicle, whether occupied or not, otherwise than temporarily for the purpose of loading or unloading.
PREFERENTIAL STREETS. Those streets which have the right-of-way over intersecting streets unless otherwise controlled by a traffic-control device.
TRAFFIC-CONTROL DEVICE. A yield sign, stop sign or an electrical traffic signal whose purpose is to alert oncoming traffic to either yield, stop or proceed as directed by the traffic signal.
TRAFFIC-CONTROL MAP. A map of all streets in the city which includes the location of all traffic-control devices in the city limits.
