A majority of all members-elect of the Common Council shall constitute a quorum. Unless a vote of two-thirds of the members are required, it shall require a majority vote of all the members-elect to ordain an ordinance or adopt a resolution. If a quorum of the members of the Council is not available at any meeting, then the members present shall not transact any business other than to adjourn, either sine die or to a stated date.
